ガザ人道危機−行動声明

ガザで一般市民に対して人道支援を提供している国際NGOはイスラエルとパレスチナのグループ間の交戦状態が止まない中、援助を必要とする人々が増加していることを警告する。最も被害を受けている地域への人道的アクセスはいまだに困難で、人道支援スタッフのガザへの出入りも外国人スタッフに制限されている。国際的関心がレバノンでの紛争から逃れようとしているレバノン市民に集中する中それ自体は良いものの、ガザの140万人の人々は囚われの身であり現在の交戦状態から逃げることもできないでいる。
下記に署名する国際NGO団体は国際社会に全ての関係者と以下の通り呼びかける:
■ 直ちに停戦を適用し、危機の平和的解決を追求する。
■ ガザに住むパレスチナ一般市民が危機的に必要なものを満たすことができるよう人道的支援の完全なアクセスを確保する。
■ 国際人道法に沿ってガザに住む一般市民、特に子どもたちの生命と生活に必要なインフラを保護する。
ガザで活動する国際NGOは、収入のない状態になんとか対処しようと奮闘する家族や、暴力から自らを守り安全を確保する手段をもちあわせない家族からの要望に圧倒されている。例えば、2006年7月21日の夜中に、ガザ南部のショウカ村に戦車を伴った軍事侵攻が開始されたとき、村に住むフアドの家族は、他の数十の家族同様、家を後に逃げなければならなかった。11歳のフアドは恐怖の中目を覚ました。「僕達は直ぐに家を出なければならなかった。ラファまで歩くのにどれくらいかかったかよくわからない。今はテントに住んでいるけど、ここの方が危険が少ないから良いんだ。」
NGOが人道的対応を強める中、現在の交戦状態が進行中の支援プログラムに与える影響を評価した。ベイトラヒアでは、CAREが最近復興させた27個所のグリーンハウスが完全に破壊され、先月には他の23箇所が被害を受けた。セーブ・ザ・チルドレンが復興した約100平方メートルのベイト・ハヌー市立立公園は深刻な被害を受け、公園の30メートルの壁は崩された。ワールド・ビジョンのパートナー団体、ユニオン・オブ・アグリクルチュラル・ワーク・コミッティーは、今回の侵攻によるベイトハヌーン事務所での膨大な被害と器材の損失を報告している。
他のNGOもプロジェクト地域での最近の被害やアクセスの困難による実施の遅延および特定の活動へのドナーの支援金の凍結が報告している。
ガザにおける人道的状況は過去6ヶ月間に確実に悪化している。特に強い打撃を受けているのはパレスチナ自治政府からの給料に依存していた家族である。経済的危機に陥っている公共機関は人々に保健や水、衛生やごみ処理などの基本的なサービスを十分に提供出来なくなっている。燃料や物資の不足による物価上昇、物資の持ち込みに伴う問題やもっとも影響を受けている地域へ到達する困難はNGOや公共機関が現状を監視、評価し、最も必要とする人々に支援を提供する能力を著しく妨げている。

ガザでの人道的状況への国際NGOの対応
ACSUR Las Segovias - ガザの人々へ保健サービスを提供する現地団体を支援.
Action Against Hunger Spain - ガザにおいて緊急対応チームによって構成される対策部門を設立中で7月末に完了予定。イスラエルの軍事侵攻によって最も影響を受けている地域(例えば北西地域や中部地域)における評価を実施する。予想される支援介入は水と衛生(被害を受けたネットワークの復興や家庭用水貯蓄器材の提供など)および栄養(妊婦及び授乳中の母親や5歳未満の子どもに対する栄養補助)そして食糧確保(被害を受けた農地やインフラの復興)。
American Friends Service and Quaker Palestine Youth Programme
- ガザに事務所を所有。青年育成プログラムを支援。電力の供給不足を補うため発電機の購入予定。
CARE International -ガザの診療所および病院へ医療支援を提供。人道危機において、この5月にガザの4つの病院はCAREから3ヶ月分の腎臓透析医療品を受領。CAREは西岸・ガザの自治政府保健省の病院には腎臓透析医療品(Erythropeitin)を支給。この数週間にはガザの3つの病院に医療品が支給される。加えて7つのNGO診療所にも医療品が支給される。CAREは特別支援が必要な人々へのサービスを提供するPalestine Save the Children - Gaza への財政的支援を計画中。
Catholic Relief Services -ガザにて1万人の個人(1,300家族)に対しての人道的支援を開始する。この活動はCRSの現地パートナー(現地団体およびNGO)と共同で実施する。CRSは5万ドルの活動費を約束。緊急介入の最初の月。支給されるのは魚の缶詰、豆、油、オリーブ、紅茶、砂糖などの保存可能な食料品および洗剤や石鹸などの家庭用品。
CRIC -危機的状況に幼稚園児を対象として新たに実施。既存の環境教育活動や都市部での廃棄物管理の促進活動も継続。さらに、ガザ全土において食糧確保(フード・セキュリティ)の枠組みの中でベドウィン社会の再評価も計画中。この評価は昨今の状況下での過去数ヶ月間のベドウィンの脆弱性の増加を評価する。
IOCC - 栄養不足および栄養不良の乳児および子どもたちにミルク、ベビーフードおよび医薬品の提供、および心臓病を抱える女性や子どもたちや心臓や腎臓、糖尿病や喘息などの慢性の病気を抱える老人への医療ケアおよび医薬品の提供を実施。
日本国際ボランティアセンター(JVC) - 子ども達の栄養不良に対応するための緊急援助を開始。
Lutheran World Federation - ガザの癌患者への医療治療と支援を提供。今回の危機的状況において、放射線治療が必要な患者をエルサレムで治療を受けさせるために移動させるために奮闘しているが、これまでのところ成功していない。
Mennonite Central Committee - ガザで人道的状況に対応している現地NGOに発電機の提供を通して緊急電気供給を支援。MCCは難民キャンプの子ども達がトラウマを克服できるよう支援に力を注いでいる。
MPDL - ガザの人々に保健サービス(CBR -Community Based Rehabilitation
Programme)を提供している現地団体を支援。
Oxfam GB - 現在の状況への対応を水と衛生の分野に集中させている。Oxfam GBはCMWUを水道ネットワークの部品や途絶えがちな電力供給を補うためのディーゼル発電機の提供を通して支援している。Oxfam
GBは水と衛生サービスの必用性を評価するための優秀な専門家による評価チームを結成中。今後も水と衛生サービスの供給改善のための活動を実施する。
Relief International - ベイトハヌーンにて7月25日より400以上の家族へ食糧パッケージを提供する人道的支援を開始。各パッケージは12以上の品目が入り、10人家族で30日分となる。この活動はガザにおける人道支援の最初のステップで今後数週間には対象地域を拡大する。
Ricerca e Cooperazione - 有機農業へ支援を提供。
Save the Children Alliance- ショウカ地域の450の家庭支援箱を子ども達とその家族に対して配布済み。各箱はプロテイン補助食品、衛生用品、心理社会支援資材および緊急用教育資材、および安全に遊ぶことができるゲームやおもちゃを含む。さらに2万4千人に対応する2000箱の配布を計画中。
Solidaridad Internacional - 保健活動を支援。医療品や医薬品、診療所の発電機用燃料を提供。
World Vision -緊急支援の第一段階として1500の食糧パッケージを配布済み、1000パッケージを追加配布計画中。第二段階には、さらに1500食糧パッケージの配布およびガザ北部のラファの病院と4つの診療所への医療品の配布を予定。支援全体は4万人に達する予定。

GAZA HUMANITARIAN CRISIS - CALL FOR ACTION
International non governmental organizations providing
humanitarian assistance to the civilian population in Gaza
warn that more and more people are in need of help as hostilities
between Israel and Palestinian factions continue unabated.
Humanitarian access to the hardest hit communities remains
difficult, and access of humanitarian staff in and out of
Gaza is restricted to expatriate staff only. While global
attention quite rightly focuses on the Lebanese civilians
trying to escape the fighting in Lebanon, the 1.4 million
people of Gaza are trapped, unable to flee from the current
hostilities.
The undersigned international non-governmental organizations
call upon the international community to work with all parties
to:
・ Adopt an immediate cease fire and seek a peaceful resolution
of the crisis,
・ Ensure full access to humanitarian assistance for Palestinian
civilians living in Gaza to realize their critical needs,
and
・ Protect the lives of civilians in Gaza, in particular
children, and the essential infrastructure that supports
them in accordance with international humanitarian law.
International NGOs in Gaza are overwhelmed by calls for
assistance as families struggle to cope without incomes,
and without the means to ensure their families are safe
and protected from the violence. For example, on Friday
July 21, 2006, Fuad's family fled in the middle of the night
from the village of Shokeh in the southern part of Gaza-
just like tens of other families in this village - when
a military incursion supported by tanks began firing in
the direction of their tin shacks. Eleven-year-old Fuad
woke up terrified. He says: "We had to leave the house
immediately. I don't know how long it took us to walk to
Rafah. Although we are living in a tent now, it is better
for us because maybe it is safer for us here."
As NGOs scale up their humanitarian response, they have
assessed the impact of the recent hostilities on their ongoing
programs. In Beit Lahia 27 greenhouses recently rehabilitated
by CARE were completely destroyed and another 23 were damaged
in the last month. Approximately 100 square meters of the
Beit Hanoun Municipality playground, rehabilitated by Save
the Children, was severely damaged and 30 meters of the
playground's wall were knocked down. World Vision's partner
agency, the Union of Agricultural Work Committees, reports
extensive damage to their Beit Hanoun office and loss of
equipment as a result of a recent incursion. Other NGOs
report recent damage to project sites, delays in implementation
due to lack of access, and the freezing of donor funds for
certain activities.
The last six months has seen a steady deterioration in
the humanitarian situation in Gaza. The households hit hardest
are those who rely on salaries from the Palestinian Authority.
The public institutions that deliver basic services such
as health, water, sanitation, and waste disposal are severely
compromised as a result of the fiscal crisis. Rising costs
due to fuel and commodity shortages, problems in bringing
in supplies and difficulties in reaching the most heavily
impacted areas, severely hampers the ability of NGOs and
public institutions to monitor, assess and provide assistance
to the people who need it most.

INTERNATIONAL NON-GOVERNMENTAL ORGANIZATIONS RESPOND TO
THE HUMANITARIAN SITUATION IN GAZA
ACSUR Las Segovias - supports local organisations providing
health services to the population of Gaza.
Action Against Hunger Spain - are setting-up a Task Force
in Gaza composed of a full emergency response team, to be
completed by the end of the month, Assessments will take
place in the areas most affected by the Israeli military
incursions (i.e. the North-Eastern region as well as the
Centre). Possible sectors of intervention are water and
sanitation (rehabilitation of damaged networks, provision
of household water storage equipment etc.) as well as nutrition
(complementary nutrition for pregnant or breast-feeding
mothers and children under 5) and food security (rehabilitation
of damaged agricultural fields and infrastructure)
American Friends Service and Quaker Palestine Youth Programme
- The Quaker Palestine Youth Program has a Gaza office.
They support youth empowerment groups in Gaza. They have
been without electricity and will purchase a generator.
CARE International - delivers medical support to clinics
and hospitals in Gaza. In response to the humanitarian crisis,
4 hospitals in Gaza received kidney dialysis supplies from
CARE in May, sufficient to cover needs for 3 months. CARE
is delivering another kidney dialysis item (Erythropeitin)
to MOH hospitals in the West Bank and Gaza. Disposables/supplies
will be given to 3 hospitals in Gaza in the coming weeks.
In addition, disposables/supplies support will be extended
to another 7 NGO clinics. CARE plans to financially assist
Palestine Save the Children - Gaza to provide services to
people with special needs.
Catholic Relief Services - will begin providing humanitarian
assistance to approximately 10,000 individuals (approximately
1,300 families) in Gaza. This work will be carried out in
cooperation with CRS' local partners (local associations
and NGOs). CRS has committed $50,000 to this work. This
is an initial one month emergency intervention. Items to
be distributed to families in need are non-perishable food
items such as sardines, beans, lentils, oil, olives, tea,
sugar, etc. and household items such as dish detergent,
soap, dishes and basins, etc.
CRIC - is responding to the emergency situation by setting
up new operations to support pre-school aged children, as
well as continuing to carry out the activities of environmental
education and promotion of the management of urban solid
waste. In addition, a re-assessment of the Bedouin communities'
conditions in all Gaza is planned in the near future, conducted
within the framework of a food security programme. This
assessment will assess the Bedouin's increasing vulnerability
over the last several months and because of recent events.
IOCC - has focused its work on providing infants and children
suffering from malnutrition and under nourishment, with
baby milk, food and medicines, providing medicine and medical
care to women and children with heart diseases, and to the
elderly suffering from chronic diseases such as heart, kidney,
diabetes, asthma etc.
Japan International Volunteer Centre - has started emergency
intervention to combat child nutrition.
Lutheran World Federation - provides medical treatment
and support to cancer patients from Gaza. In response to
this emergency, they are struggling to bring the patients
in need of radiation therapy to Jerusalem for treatment.
They have not yet been successful.
Mennonite Central Committee - supports local non-governmental
organisations to respond to the humanitarian situation in
Gaza through provision of generators for emergency electric
supply. MCC is giving special attention to helping children
cope with trauma in refugee camps.
MPDL - supports local organizations that support the provision
of health services (CBR -Community Based Rehabilitation
Programme) to the population of Gaza.
Oxfam GB - will focus its response to the current situation
on water and sanitation. Oxfam GB is supporting the CMWU
with water network parts and accessories as well as with
diesel powered generators to make up for the interrupted
electrical supply. Oxfam GB is putting together an assessment
team of highly qualified specialists to assess the needs
and will undertake further activities to improve the provision
of water and sanitation services.
Relief International - began humanitarian work in Beit
Hanoon on 25 July, targeting more than 400 families with
food packages. Each package contains more than 12 items
and can last for 30 days for a family of 10 members. This
is only a first step of humanitarian work in Gaza which
will continue and is expanded to extend other areas in Gaza
in the coming weeks.
Ricerca e Cooperazione - gives support to organic agriculture.
Save the Children Alliance- has already distributed 450
household supplemental boxes to children and their families
in the Al-Shoka community. Each box contains food items
to supplement protein intake, household supplies to help
ensure adequate hygiene, materials for psychosocial support
and emergency education, and games and toys for safe play
activities. The Save the Children Alliance is planning to
deliver an additional 2000 household packages, reaching
approximately 24,000 people.
Solidaridad Internacional - supports health programmes
with medical supplies, medication and fuel for generators
of health clinics.
World Vision - distributed 1500 food parcels and is planning
to reach a further 1000 families as part of phase I of their
emergency response. Phase II will include the delivery of
an additional 1500 food parcels, and the delivery of medical
supplies for one hospital and four clinics in Rafah and
northern Gaza. Overall, this assistance is expected to reach
40,000 people.
