破壊が続くガザ地区において、多くの人びとは食糧などを国際援助に頼らざるを得ない状況に置かれています。今回の大規模な攻撃によってガザの住民はさらなる人道的危機に直面しており、国連機関や国際NGOはこれらの地域への移動の自由を保障されなければいけません。パレスチナ自治区で活動する国際NGOの協議体、AIDA(Association of International Development Agencies)では、この9月末から激化しているガザ地区北部での軍事攻撃に伴う国際援助従事者への移動の制限について、以下の通り声明を出しました。JVCはAIDAのメンバー団体であり、この声明に署名しました。以下声明文です。（日本語訳：田村祐子）

AIDA声明：援助従事者が迅速にガザ地区に入れることを要求する

下記に署名する国際的な人道組織は、イスラエル当局が、国際人道法に定められた義務に則り、全ての人道援助従事者がガザの民間人にアクセスできるよう必要な措置を講じることを求める。

9月24日（金曜日）から10月3日（日曜日）にかけて、ガザへの出入りは全ての国際及びパレスチナの人道援助従事者に対して遮断された。これによって、私たちがパレスチナの人びとにとって不可欠な人道支援を行うことが不可能になった。ガザに出入りするため検問所の通過を認めるように、というイスラエル当局に対する私たちの度重なる要求は聞き入れられなかった。この日曜日以降、一、二人の関係者が出入りを許されたが、活動を通常の規模で行うことは未だ不可能なままである。

このように人道支援が人びとにアクセスできない状況は受け入れられないものである。私たちは、この結果苦しんでいる民間人の状況について深刻な懸念を抱いている。

これらの制限は、ガザの人道状況が全般的に悪化しているさなかに起こっている。ガザ地区への軍事侵攻はほとんど毎日のように行われており、イスラエル政府の家屋破壊政策によって、約２万５千人ものガザ住民が家を失っている（*1）。2004年だけでも、毎月平均58.9ヘクタールもの土地が破壊されている(*2)。医療従事者は砲火にさらされ、医療センターは破壊されている。失業率は就業人口の46％を超え、貧困率は68％にまで増加している(*3)。

その結果、ガザの住民はますます国際的な人道援助に依存せざるを得ない状況に追いやられている。このことからも、人道援助従事者がガザへの出入りの自由を保障されることは緊急的に必要なことである。

私たちは、イスラエル政府に対し、占領当事者としての義務を遵守するよう求めるものである。また国際社会に対しては、これらの義務が即時に果たされるよう、可能な全ての措置を講じ、圧力をかけることを求めるものである。

International humanitarian agencies demand urgent access for Aid workers into the Gaza strip

The undersigned international humanitarian organizations request that the Israeli authorities facilitate immediate access for all humanitarian workers to the civilian population of Gaza, according to their obligations under International Humanitarian Law.

Gaza was sealed off completely to all international and Palestinian humanitarian workers from Friday 24th September to Sunday 3rd October, preventing us from providing essential relief assistance to the Palestinian population. Repeated requests to the Israeli authorities to allow us to pass through checkpoints in and out of Gaza came to nothing. Since Sunday, while one or two staff have gained access, full scale operations remain impossible.

The lack of access is unacceptable. We are gravely concerned for the welfare of the citizens who are suffering as a consequence.

These restrictions take place in the context of a general deterioration in the humanitarian situation in Gaza. Incursions into Gaza Strip are taking place on an almost daily basis. Almost 25,000 Gazan's have been made homeless by Israeli's policy of house demolitions . In 2004 alone, an average of 58.9 hectares of land have been levelled per month . Medical staff have come under fire and medical centres destroyed. Unemployment exceeds 46% of the workforce and the poverty level has risen to 68% .

As a result, the Gazan population has become increasingly dependant on international humanitarian assistance. It is therefore imperative that humanitarian workers are granted full access to Gaza.

We call on the Government of Israel to abide by their obligations as the occupying power and on the International Community to exert pressure by all means possible to ensure these obligations are met immediately.
