A shooting incident happened in Afghanistan on December 4, 2019. Dr. Tetsu Nakamura, head of an NGO called Peshawar-kai, known locally as PMS, and its five local staff were killed in this incident. We express our deepest condolences to them, their families, friends, and those concerned, and strongly condemn any kinds of violent attack to civil societies.
We have received many voices of sadness and anger from Afghanistan about this incident. Here is a joint statement by JVC and Your Voice Organization (YVO), our partner NGO in Afghanistan.

Joint Statement: We strongly condemn the armed attack to the activities of NGOs
December 4, 2019
A shooting incident happened in Jalalabad in the Nangarhar Province located in the east of Afghanistan on December 4, 2019. Dr. Tetsu Nakamura, head of an NGO called Peshawar-kai, known as PMS (Peace Japan Medical Services), and its five local staff were killed in this incident. Japan International Volunteer Center (JVC) and Your Voice Organization (YVO), the localized body of JVC and our partner in Afghanistan, strongly condemn any violence against NGOs and civil societies which are engaged in humanitarian activities.
We, JVC and YVO, are implementing together educational programs of literacy and peace in the Nangarhar Province, the same place as PMS. We can well perceive that the activities of PMS led by Dr. Nakamura are highly appreciated not only in the region but also all over the country, and that the Afghan people have great respect and love for him. A lot of voices of sadness and anger came to us from Afghanistan, saying that “we are so sorry for not having been able to protect the person who devoted himself to our country.”
Conflicts and armed fights are still going on in Afghanistan, causing many civilian casualties. Under such circumstances, civil societies and NGOs are trying to recover and secure the daily life of people as soon as possible. We strongly condemn any kinds of violent attack to these activities.
We express our deepest condolences to the lost people, their families, friends, and those concerned. We will continue our educational programs in order to build stable and peaceful communities in Afghanistan, where people do not need to resort to violence.
