イラクの抗議デモ：政治の変革を求めるための、流血という大きな代償

10月以降、イラクではバグダッドや南部地域で、若者たちを中心とした政府に対する抗議デモと、それを鎮圧しようとする政府側の衝突が激しさを増し、400人以上の死者が出ています。JVCの活動地であるキルクークでは大きな衝突は起きていませんが、インターネット回線が断続的に遮断されるなどの影響が出ています。JVCイラク事業担当のガムラ・リファイが、現地状況についてのレポートをまとめました（11月下旬時点での状況です）。

今年（2019年）10月1日、政府の腐敗と高い失業率に抗議するイラクの若者たちが首都バグダッドのタハリール広場に集まった。抗議活動はその後も続き、他の都市にも広がりを見せ、要求はエスカレートしていった。

2003年のイラク戦争およびフセイン政権崩壊後、イラクでは多くの抗議デモがあったが、その多くは政党により組織されたもので、イラクの若者たちはあまり関心を持たなかった。今回の抗議がこれまでと異なるのは、自発的に行われ、若者たちが主導権を握っていることだ。若者たちはSNSを使って集まり、自分たちの国でのより良い暮らしと「尊厳ある人生」を求めて抗議デモを行った。

また、治安維持部隊が力ずくでこのデモを抑え込もうとしたことで、デモ参加者の要求が、「政治システムの根本的な変革と、イランの影響を受けたイラク政治に終止符を打つこと」にまで高まったことも、これまでとは異なっている。デモの熱は、イラク南部全域に広まった。

デモ、あるいはイラクの人々が「革命」と呼ぶこの行動により、400人以上の死者を出し、また、バスラにあるウムカスル港がデモ隊によりたびたび封鎖される事態となっている。イランの影響が強いナジャフとカルバラにあるシーア派の聖地でさえ、デモ参加者らはイラクのアブドルマハディ政権およびイランによる介入に対する抗議の声を上げ、11月にはイラン領事館を直接攻撃するに至った。

イラク国内で政治的に対立する者どうしが協力し、この状況を打破しようとしているが、不満を抱える若者たちの信頼を得るには至っていない。警察および治安維持部隊の暴力がデモ参加者に死傷者を出し続ける状況で、逆にデモ参加者の要求をエスカレートさせているように見える。デモが続く限り、イラクの未来は寒々として、見通すことが難しい。イラクの状況を見つめている私たちは、このデモがこれ以上の犠牲者を出さずに収束し、イラクの人々にとって希望ある未来が訪れることを祈りたい。

Iraq demonstration: a hefty price paid in blood for political change

On the 1st of October 2019, the Iraqi youth gathered in the Tahrir Square in Baghdad to demonstrate against corruption and unemployment, the demonstration lingered and extended to other cities and the demands have developed significantly.

Since the Iraq war in 2003 and after the downfall of the Saddam Husein regime, Iraq has witnessed many demonstrations most of which were led by political parties and organized groups and the Iraqi youth had no interest in it. What made the protests of October different was that these demonstrations were spontaneous and youth-driven, young people used social media to gather themselves and took to the streets to demand a better life and a "dignified life" in their home country. What also was different was the brutal force that the security forces used to stop these demonstrations, and with the escalation from the government side, the demands of the demonstrators got higher to include a total change in the political system and an end for Iran interference in Iraqi politics and the fever of demonstration spread throughout southern Iraq.
The demonstrations in Iraq, or what the Iraqis like to call revolution, have witnessed bloody events the led to the death of more than 350 people and the repeated shut down of the Um al-Qasr port in Basra by the demonstrators. And even in Shia holy places in Najaf and Karbala, where Iran was able to cultivate support before, demonstrators are calling against Abdul Mahdi government and Iran intervention, and direct attacks on Iran consulates in both cities have taken place have taken place in November.

Many political rivals in Iraq are getting together to try and solve this situation, however, for the frustrated youth all actions don't inspire trust, on the contrary, all actions seem to push the demonstrators to raise their demands, especially as that violent response of the police and security forces continues to produce deaths and injuries among the demonstrators As the demonstrations continue the future of Iraq looks bleaker and harder to predict, and as we continue watching the situation in Iraq we pray that these demonstrations will end with no more victims and better future for Iraq and the Iraqi people.
