全般・政治情勢
G8は6/26にアフガニスタンに関する外相共同声明を発表[1]。パリ支援国会合・ANDSの流れを再確認するとともに、治安回復・統治強化・復興に向けて、アフガニスタン政府のコミットメント、UNの役割強化、ISAF/OEF/PRTの役割評価、近隣国の協力等をアピール。アフガニスタン−パキスタン国境地域安定化のため、40億ドルの支援を表明[2]。
米国は1,620億ドルのイラク・アフガン戦費予算を正式承認[3]。
高村外相は6/24にアフガニスタンへの自衛隊派遣は困難との見解を表明[4]。
内戦・治安
米国防総省は6/27にアフガニスタンの治安状況に関する報告書を発表[5]、タリバンの活動活発化を強く懸念。外国籍軍の損害は5月・6月続けて過去最悪を更新[6]。民間人被害も多く、UNは1-6月の民間人被害が前年同期比で62%増加と発表[7]。
パキスタンは6/28から国境部族領域でタリバン掃討作戦を開始[8]、NATO軍とも協働[9]。これを受けて、パキスタン領内タリバン勢力は和平交渉を中断[10]、パキスタン連立政権も米国の圧力により武装勢力との対話路線を当面断念[11]。
相互対立のエスカレーションは留まるところを知らず。武装勢力側はあらためて外国籍軍排撃を宣言[12]。米軍は増派を検討しつつ[13]、国境地帯でのCIAによる独立捜索活動権限をムシャラフ大統領から獲得[14]。NATO軍幹部は増派に加えて、装備の増強と各国部隊の任務制限撤廃を主張[15]。
UNDOCは6/26に発表した"2008 World Drug Report"で、2007年のアフガニスタンにおけるケシ栽培は前年比+17%と6年連続増、世界シェアも92%に達したと報告[16]。
難民・国内避難民
国際機関や地方政府は国内避難民の再定住に向けた支援を強化[17]。一方、米国はパキスタンからの難民帰還がアフガニスタン国内の不安定化につながると懸念[18]。
民生・援助
ホームズ国連事務次長(人道問題担当)がアフガニスタンを訪問、更なる人道支援の必要性を訴える[19]とともに、民軍調整などの問題について現地NGOと意見交換[20]。
米国は、対米輸出関税が免除される経済開発特別区"Reconstruction Opportunity Zones (ROZs)"をアフガニスタン・パキスタン国境地域に設置するための法案を可決[21]。
