全般・政治情勢
6/12のパリ支援国会合[1]は、各国から総額約210億ドルの支援コミットを得て閉幕した[2]が、アフガニスタン国家開発戦略(ANDS)[3]の実現に向けては、アフガニスタン・国際社会の双方共に課題が山積。
日本は自衛隊派遣検討のための調査団を派遣中[4]だが、6/17の記者会見で福田首相は(将来の含みを残しつつも)陸上部隊の即時派遣を否定[5]。
内戦・治安
部族地域国境地帯での米軍機によるパキスタン軍爆撃(6/11)[6]や、パキスタン領内の武装勢力の越境テロに関するカルザイ大統領の越境反撃警告(6/15)[7]により、米・アフガニスタン−パキスタン間が緊迫。
国内では、6/13のカンダハル刑務所襲撃[8]や、それに続くカンダハル近郊アルガンダブ地区への進出・戦闘[9]など、南部地域でタリバンの活動が活発。米・NATO軍との戦闘が激化する中、パクティカ州での民間人死傷およびそれに関する抗議活動[10]や、カンダハル周辺での住民避難[11]など、民間への被害も拡大。
既報のとおり、武装勢力との政治的和解の動きも出つつある[12]が、HIAは政府との接触や交渉をあらためて否定[13]。部族地域の一部でもパキスタン政府との和解交渉から一旦離脱する動きも[14]。
難民・国内避難民
UNHCRは2007年版ステータス・リポートにおいて、アフガニスタンやイラク等における紛争の結果、2年連続で難民・国内避難民数が増加したと報告[15]。
民生・援助
6/12のパリ支援国会合では計65カ国が参加、200億ドル余の支援を表明[16]。
食糧価格の高騰と食糧不足は相変わらず[17]。
アフガニスタンのみならず中央アジア一帯で、高温による早期雪融けと平年を下回る降水により水不足を懸念[18]。穀物生産も厳しい見通し[19]。
