6/12のパリ支援国会合に向けて、6/4に準備会合を開催中。国連特別代表はアフガニスタン政府主導による復興をアピール[1]。
日本政府はアフガニスタンへの追加支援[2]と共に、自衛隊輸送機派遣を検討中[3]。
内戦・治安
パキスタン−タリバン間の和平合意は引き続き進展中[4]。英国防相がこれを歓迎する[5]傍ら、ISAF新司令官(米国人)やアフガニスタン政府は懸念を表明[6]。一方、米政府がアフガニスタン政府による対話路線の後押しに動いているとの情報も[7]。
6/2にUNAMAがDisbandment of Illegal Armed Groups (DIAG)の進捗につき報告[8]。約300グループの武装解除を完了するも、1,800-2,000グループが残っていると推定。また、独国防相はISAF撤退までに5-10年かかるとの見通しを表明[9]。
反政府武装勢力による攻撃は、引き続き後をたたず[10]。
難民・国内避難民
パキスタンNWFPで最大のJalozai難民キャンプが、累計12万人の帰国と共に閉鎖された[11]が、部族抗争・土地不足・治安悪化等により帰還に支障を生じる例も多く、内国避難民化する懸念も[12]。
また、南部の米・NATO軍が作戦活動を行っているHelmand州では多くの難民が発生[13]。
民生・援助
物価高騰による生活窮迫は深刻で、餓死者の例も[14]。緊急食糧援助も、援助車列を狙った攻撃[15]などのため、いまだ対象人口の38%にしか届かず[16]。
世銀は、援助効果改善のためアフガニスタン政府のガバナンス向上を要求[17]。
EUはPRT活動を活発化[18]。
USAID・WFPは、降水不足による穀物収穫量の減少と食糧不足について、引き続き警告中[19]。また、中央アジア一帯でイナゴ害も発生[20]。
