全般・政治情勢

6/12のパリ支援国会合に向けて、5/24にフランス政府がNGO・民間組織を集めて国際フォーラムを開催、今後の対アフガニスタン援助のあり方につきディスカッション[1]。

内戦・治安

パキスタンNWFP政府−タリバン間で和平合意が成立[2]。NATOおよびアフガニスタン政府は、これによりアフガニスタン国内でのタリバンの活動が活発化することを懸念[3]。ただしイギリスはこの動きを歓迎[4]、合衆国は静観[5]。パキスタン内のタリバンはアフガニスタンからの外国軍排撃のため戦い抜くと宣言[6]したが、別ルートでは対話路線寄りのメッセージも[7]。

5/20に発表されたGlobal Peace Indexにおいて、アフガニスタンは世界140カ国中137位[8]。武装勢力による攻撃もおさまらず。

特に不安定な南部については、米軍はこれ以上の部隊を送らず、NATOが2010年まで引き続き担当する方向で交渉中[9]。なお、米・NATO軍が共同作戦を行ったHelmand州ではかなりの民間被害が出た模様[10]。

民生・援助

日本がアフガニスタンに対して4.4百万ドルの食糧援助を決定[11]、パキスタンからの小麦粉輸入も開始される[12]も、食糧価格高騰に苦しむ庶民生活に目立った改善は見られず。

FAOに続きUSAIDも降水不足につき警告する[13]一方、春季の洪水被害も[14]。

その他、女性の自殺増[15]や人身売買・売春[16]に関する報告も。
