On the morning of Saturday, April 15, armed conflicts broke out between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) in the Sudanese capital Khartoum. On September 9, 2022, the Ministry of Foreign Affairs (MOFA) announced the revision of DCC. Even though it is an important document that is the basic principle of the Japanese Official Development Assistance (ODA), the government has started the revisioning procedure without enough explanation about why it is necessary to revise it, or how civilian opinion will be broadly reflected in it.
